The New Rules Project - Designing Rules As If Community Matters

State Level PSA Rules

Minnesota passed legislation in 1989 (Senate Bill 1273) that copies the federal Packers and Stockyards Act language directly into state law to create a "Minnesota Packers and Stockyards Act." Nebraska (1999 NE L.R. 459), Kansas (1990 KS H.B. 2766) and Missouri (2000 MO S.B. 857/H.B. 1602) have examined or introduced similar bills on the issue, though none have passed. The intent is to make it easier for farmers to bring PSA-related cases on the state level. Enforcement of the Minnesota law remains a problem.
